EXECUTIVE SUMMARY:
The applicant was discharged in 2013 for Misconduct due to disobeying orders and impeding an investigation.
While serving as part of the permanent party training staff, the applicant pursued prohibited romantic
relationships with several women from the summer of 2011 to the Fall of 2012. This was in violation of the
Standard Operating Procedures for the Training Center by dating recent graduates of recruit training.
Additionally, as a married service member, the applicant committed adultery on diverse occasions, and
attempted to wrongfully endeavor to impede an investigation by requesting that the love interests not disclose
their interactions to Coast Guard Investigative Service (CGIS) agents.
The applicant is asking that the board look at the entirety of service time with regard to the Character of Service
that was issued. The board notes that the behavior over the aforementioned 16 month period was in alignment
with a Summary Court Martial and serious military offense. Therefore, the SPD code and Character of Service
were properly issued.
The Board finds no issues with propriety or equity in this case.
Propriety: Discharge was proper.
Equity: Discharge was equitable.
Final Adjudication by Assistant Commandant For Human Resources: No relief.
